Yes it should. That is the government's problem for being incompetent, and the government needs to take responsibility for not even attempting to implement the people's agenda

It would count if the EU would have them.

If the EU gets tired of the British people being endlessly ambivalent voting themselves in and out of the union they can tell them to pound sand.
