Having that direct control of the money would require more of a hands-on approach to this war than most Americans are willing to sign up for.
The implication is that we are paying the Ukranian teachers' pension and funding ukranian politician salaries.
And if you poll the American voters, they would prefer to spend that money on our own budgetary expenses.

Good. It’s about time the rest of the world at least attempted to take care of their own problems without the safety net of 100% knowing daddy USA will come to the rescue. I’m not even saying we shouldn’t help them if it comes to it—but they’ll be better prepared themselves if they have to wonder “what if we don’t help them” and invest in some defense.

The world has watched the US engage in nation building and regime change for the past century. They're our "allies" because their leaders were installed by us, or are afraid of being a target of regime change, not because they share our ideology.
