One thing that is going to shock the American public is the amount of illiteracy permeating throughout the bureaucracy. These are people making decisions on your taxes, business, property, etc. Even in simplistic bullet format it will be readily apparent that there are workers completely ill-equipped for their positions.

If the government employees a sending weekly SITREP's as they should be doing it should not be an issue.

Doing this doesn’t bother me at all. Come Monday, it should take me all of five minutes to submit 5 bullet points of what I did last week. Just for fun, I might submit more than the five they’re asking for!

You think the CEO would email the EVP who would then email the SVP who would then email the VP working directly on the project? Then the VP emails up to the SVP and they forward to the EVP who forward to the C-suite? Talk about a waste of resources. No the C-suite contacts the VP.
