There is a spigot sticking out of the ground, in a sense.

It takes time for the oil executives to hash out the contracts but basically you take the Venezuelan oil and send it to the gulf coast refineries. Then with the money from the sale of the refined oil, you purchase oil from the Bakken and or Permian and that oil can go directly into the SPR through already existing pipelines. You can also use Canadian oil after they process it and send it down the pipeline.

Nobody is saying we can fill the SPR overnight but in theory we can begin filling it in a couple of weeks after we swap it for American oil.

There are some that would argue that we should focus on increasing production at our oilfields first because Venezuela production has been badly damaged by socialism neglect and needs large investments before increasing production above the 1.1 million barrels a day.

Gulf coast refineries are pretty much operating at capacity with the new Venezuelan oil that they love so swaps seems like the best way to go.

Yeah, 65 billion barrels of low specific gravity oil that you may get a few gallons of gasoline out of per barrel if you're lucky and another cupful of light ends if you cook the hell out of it. Should make good asphalt for paving highways though.
