I've heard that hypothesis as well. But it would seem that they would have started firing the new ones by now. Every day they don't they incur more losses to their launching capability. They don't have the luxury of time.

They just launched 20 plus missiles last night. They have seemed to spread out the attacks to more frequently instead of one big launch. Seems like a strategy to make Israel use more Air Defense missiles. Looks like it is working if the report is true

Perhaps Iran should be more concerned about launching volleys of missiles that just get shot down.

If the point is to merely deplete Israel's stock, that's dumb. Israel has the backing of the Western World and can reload. Iran isn't in a favorable position in the long run.
