They can advise to Confirm, Not to Confirm, or No Opinion....either way. It is not like a bill that can be stalled. The Senate Majority can call for a vote whether the committee has taken any action and no matter what action it takes.

Whether the committee votes majority yes or no doesn't matter. It still goes to the Senate. It just goes with the Committee's stamp of approval or not.

a) Feinstein kept her mouth shut and didn't leak the letter; or,
b) brought the letter to the Committee's attention on July 31.
