You’re not wrong but there’s a few problems. First, the initial fill was treated city water, not water from the tidal basin. Second, the algae bloom was virtually instantaneous and extremely aggressive. Third, the water test showing unusually high levels of phosphates.
Clearly we aren’t seeing a shortage of vandals here, so why are these dots so hard for you to connect?

I agree 100%
That said, properly prepped, applied, and cured polyurea on top of an epoxy primer can NOT be ripped up by hand; it requires mechanical removal. I have no idea what is real, fake, or AI, but if people are ripping up sheets of the coating with their hands, the coating is not properly bonded. The problem could be sporadic or systemic. It could also be caused by negative hydrodynamic pressure but that is less likely.
