I agree with you 100% on the data. But there are plenty of smart black people and goo-gobs of dumb white people. More importantly, a moderate lack of intelligence does not prevent someone from being a great citizen; that is character that is responsible for that.
We destroyed the character building function of the black family when we introduced the Great Society social safety net. And we are doing the same to white families, although it is taking much longer because they had further to go (ultimately for the reasons displayed in that graph).
