Russia has total Air Superiority so no. Once the airports were lost the only other option was airdrops but now it would just get pilots killed.

Per Sky News who is getting their info straight from the British Ministry of Defense, Kyiv is not surrounded yet. Russia has some troops on the northwest and a small group of troops west of Kyiv, but the forces are not united. The Ukrainian forces have stopped the Russians at Chernihiv on the northeastern approach to Kyiv. The Russian forces in the south are no where close to Ukraine and the Russian forces in the east are stuck in and Kharkiv.

Yes the southern and eastern approaches to Kyiv are still open.
