I know I’m wasting my time trying to explain this to someone as stupid as you. But here goes...

Under the old rules, and old form, this guy would not have been able to file a complaint as all he had was second hand information. At that time the rule was, and form stated, to file a complaint you had to have first hand information of wrongdoing.

So they changed the rule (and the form) to allow complaints based on second hand information just so he could file his complaint.

I know this won’t register in whatever passes for your brain though.

The problem here is that you are just plain wrong.

The rule has not changed. If it has changed it will be very simple for you to link us all to a copy of both versions of the rule

Read, or have someone help you read, the first sentence of the paragraph where it mentions firsthand information. Also, can you tell us what the bolded and underlined sentence right above the first paragraph says?

So basically Col. Vinkman of the NSC was listening in on the call and he told Eric who also works at the NSC what he heard. There is the 2nd hand info. Eric then goes to Schiff and Schiff hires two of Eric’s buddies from the NSC to his staff. Those staffers then go to Ukraine and meet with Taylor. Complaint is filed and the shot show starts rollin. All because some Col. interpreted the call the be more then it was and HE thought it was improper. All this shite because one guy didn’t like what he heard.

This isn't the rule. Let's see the two different versions you're talking about

Instructions for a form are clearly not legally binding. The form was wrong and/or misleading and the revisions were to better align the form with the requirements established by legislation.. end of story.
