God used the nation of Israel as His rod to crush His enemies at certain times in history. There was a mandate by God to do such things because, as I said, we all deserve it anyway because of our sins against God.
No, we have no authority to kill unborn babies whenever WE want to because God has made no such command to us and He won't, because His revelation to humanity is complete.
