Tariffs will be 10% then move to 25% after Christmas since people will notice the 25%

Trump, obviously scared to impose the total cost of his tariffs on consumers before elections and Christmas spending, announced late this evening that he will impose the new tariffs Monday but will hold off on the full 25%.
He should know the Trumpkins will happily pay the 25% and if he is going to be a bad arse he should go ahead and impose the entire tariff.
The Chinese have said they will not talk if he imposes the tariffs. So much for this being a negotiating tactic.
It is discouraging. It look like the talks were about to start again and we could make some real progress and then this.
