When the big military machine is not making money because the Taliban stopped fighting, you withdraw and leave all of your stuff so:
1) You can buy billions of dollars of new weapons from the military complex as replacement
2) Arm up the enemy so they have something play war with
3) Go back to war with all the billions of dollars of new weapons that will also need to be replaced.
4) Rinse and repeat.
