It's the equivalent of buying "practice" sutures or scalpels online that come with a warning that they aren't for human use. They'd cut or hold skin together just fine, but they don't have FDA approval.
Demand for masks skyrocketed, manufacturers started cranking them out, they weren't lab-tested against SARS-CoV-2, so you get a warning label that they don't work for it. It doesn't mean they don't provide any protection, it means don't sue them if you wear a mask and still get sick.
