This example while silly - has some merit.
The air expelled during a cough or breathing is the vehicle that transmits the viral particles.
Disrupt the vehicle, and you disrupt the effectiveness of transmission. In this case, the mask disrupts the free flow of air, keeping viral particles closer than they would otherwise be to the person who expelled them.
Add some social distancing and it’s not hard to see how this combination can have some effect on transmission.
That being said - I don’t see how the government can mandate it in public. It should be up to individuals and businesses.
