1. Russia's base in Sudan is still in the talks stage which means it currently does not exist. Once ships leave Tartus they have to go somewhere and the only option for them right now is the Black Sea. Once in the Black Sea, Turkey does not have to let them exit again.
2. Russia's base in Sudan is supposed to compliment not replace its base in Syria.

Can they supply by air into the Niger airbase, absolutely.
However, an airport can not provide the same logistical capacity as a port. Moving supplies by air is much more expensive and operationally more intensive than sending them by cargo ship.

Another thing to factor into your thinking, Today the Port of Tartus is Russia's only Naval facility outside of Russia. Russia uses it as a maintenance facility. The loss of Tartus means all Russian ships in that sphere of operation will have to return to the Black Sea ports of either Crimea or Novorossiysk.
Due to the war with Ukraine, the Crimean ports aren't an option, which forces Russia to use Novorossiysk.
