It was an advisory committee. I seriously doubt Trump and Hegseth were giving them information and listening to their advice. The committee has probably done nothing since Jan 20.
It probably wasn't done immediately, because it's not that important. It's unlikely that they could just access any information or sit in any meeting they wanted. Hegseth put the new rules in place first. Now, he is using those rules to clean up the mess.
