If Canada were to join all the Canadian "states" should become American states.

Alaska could be combined with one.

Quebec
Nova Scotia
New Brunswick
Manitoba

Saskatchewan

The number of voting members of the House of Representatives is set at 438 from law enacted years, years ago; not set by Constitution. If that law isn’t changed, then there will be a shift of Congressional seats from the US to Canada; thereby, maintaining the max number at 438.
