From what I recall the issue was LA specifically drew the new map for the sake of adding a majority black district. In other words, the decision was purely racially driven. Many of these other States were not as direct as LA and used a variety of other reasons for the decision, which then "indirectly" led to a race based redrawn district

This may be true today, but it has not always been the case if for no other reason that gerrymandering dates back to before there were significant numbers of minority voters. Even today, you see districts drawn to exclude, include, or carve up (“crack,” as J. Kagan might say) university towns that skew liberal. The population of Illinois is only about 13% black and they gerrymander like crazy to have Democratic supermajorities. Gerrymandering is first and foremost about partisanship.
