They don’t care. It’s all about image. I had a very very negative embarrassing Goodell sign and was walking around the football experience near the riverfront when we hosted the super bowl after the no call season. The head security guy was sending NOPD to threaten and arrest me. I was in a public street on the sidewalk.
He said he didn’t care and was gonna arrest me for disturbing the peace or some other bs. I had my friend start videoing the whole incident and told him I was gonna sue the shite out of them and the nfl for civil rights violations preventing free speech.
He kinda backed off but just started shadowing me on the sidewalk trying to pull my sign down when I walked.

Yep, the NFL did the same things with signs in The French Quarter & anywhere along normal traffic corridors. No one in official N.O. complained. ( review which party ran the City back then & now ). Goodell was / is still hated at the time & there were many negative signs everywhere that were taken down.

The NFL runs everything with the Super Bowl not cities. And, oh by the way it is not even in Phoenix, its in Glendale.
