Which is sorta odd given the shear volume of reminders here that congress controlled the purse strings during his presidency.

I wonder how they are selecting the ones to "forgive". Are they most likely to vote Democrat or be persuaded to? Are they using party registration and giving mostly to Democrats and "independents"?
