The Mall of La won't necessarily be voluntarily raising taxes on itself. Sales tax will be the same. Property will go up, but they've said they get such a huge discount on fire insurance that it would make up for it.

Sorry if that was confusing. The other businesses have said it. Logically though, if the Mall wants the same thing its likely for the same reasons.

Which bill are you talking about?
House Bill 678 passed yesterday and now goes to the Senate. LINK It would put a time limit on acquiring signatures for an incorporation petition, and no, the St. George movement would not be affected by it because it doesn't apply to petition drives which already have 1000 signatures.
But Senate Bill 674 (the one sponsored by Nevers which has been talked about a lot here) passed out of committee to the Senate floor last week. LINK At present time, that one says current petition drives have to be voted on no later than the November 2014 election in order for them not to be affected by the moratorium put in place while annexation procedures are studied. So if the bill passes without changes, the St. George movement would have to present the required signatures in July in order to make the ballot. St. George supporters were upset when it passed out of committee like this because Nevers had said he would amend it to give organizers 'til Jan. 1 to hold their election.

It'll be interesting to see how it plays out. I have my doubts though. If the the mall owners and businesses could have been saving money all these years, they would have annexed long ago. Now with the rising of St.George they suddenly see a cost advantage? seems fishy to me.

I think Costco and Celtic are already partially in the city and I have no problem with either of them being entirely annexed.

Yep, and Celtic depends on BR metro council to approve its tax breaks. That wasn't gonna go down any other way lol.

Certain legislators have been putting the screws to SG. An exemption was discussed but it never happened .
Btw, this moratorium hurts those in Watson who are also trying yo incorporate. This moratorium effects thd entire state and not just SG if it becomes law.

I don't think its a 'money saving' move. It's a 'I don't know what to expect in St. George. Could be higher taxes. I know what to expect from BR'

Celtic depends on the politicians to keep the film tax credit thing going and also for ad volorem tax exemptions.

Yes BR has proven that they will reduce the taxing district and the number of eligible voters in order to raise taxes.
Who is more likely to raise taxes? Kip and his crew or conservatives in the suburbs?

As a business owner i totally get that. That said, I don't see why they would commit to it permanently at this point. If St.George were to offer them tax incentives they would be dumb to annex now. They can hear what st.George has to say, try it, then annex later if things went to hell.

Heck says they are negotiating but what us there go negotiate .
I know when they built the mall the city parish put them through a ringer and made them spend millions on offsite improvements. They sure didn't get a sweetheart deal like Costco is getting.

Does anyone know if annexation of an already incorporated area (such as a newly formed City of St. George) would be different than just annexation of an unincorporated area? I don't remember reading anything about it, and I wonder if it's harder to leave (or take land from, depending on your perspective) another incorporated city.

1. Kip is on his way out. His tendencies about raising taxes are irrelevant going into the future.
2. Those conservatives in the suburbs aren't gonna have a choice if they lose the mall. They will have to increase taxes to pay for their services.
3. The bond proposal you are referencing was passed by the people that will be getting the benefits from it. Those that weren't included in the vote don't get the benefits. How is there something wrong there?
