I know it has to pass both state-wide and also EBR parish.
Are both of these counted on the ballot for tomorrow’s election?

Yes.
Statewide vote - step 1
Parishwide vote - step 2
I suspect it will probably pass statewide, but there are enough retards and gifted/magnet assholes in EBR for it to fail.
Saw a billboard the other day a vote against 2 protects ALL children. No, it doesn't. It certainly doesn't protect the children in StG, nor EBRPSS students because it will not be forced to change/get better.

I know that the precedent for Baker, Zachary and Central was to win the election on the state and parish level, but in reading Article XIII Section 1C:
Since this amendment if passed would trigger a reconfiguration of the MFP calculation, that means it would affect THE ENTIRE 64 PARISHES, as well as the other municipal school systems which is a lot more than "not more than five parishes" and even more than "not more than five municipalities". Did I read this correctly? Does this mean the multilevel victory is not necessary?
quote:.
Ratification. If a majority of the electors voting on the proposed amendment approve it, the governor shall proclaim its adoption, and it shall become part of this constitution, effective twenty days after the proclamation, unless the amendment provides otherwise. A proposed amendment directly affecting not more than five parishes or areas within not more than five parishes shall become part of this constitution only when approved by a majority of the electors voting thereon in the state and also a majority of the electors voting thereon in each affected parish. However, a proposed amendment directly affecting not more than five municipalities, and only such municipalities, shall become part of this constitution only when approved by a majority of the electors voting thereon in the state and also a majority of the electors voting thereon in each such municipality

Affects is not the same as directly affects. The amendment specifically names St. George. Under your interpretation, there would never be a local vote requirement because arguably everything "affects" the other parish in someway.
But specific to the MFP, this really won't affect other parishes. Their amount won't change because of this amendment one way or another.

I don't see anywhere in the State Constitution that specifies the degree to which amendment affects other communities.

Did St.George bite off more than they can chew with approx 90.000 residents??
Could have split into " 2 Communities"....
(West) St.George....(East) Shenandoah...which would make it closer in size w Central (30,000)

"directly affecting"
The purpose behind the language is so the state as a whole doesn't screw over particular parishes.
Example, everyone decides to force Bossier Parish to pay higher taxes that the rest of state doesn't have to pay.

Just make sure you vote YES so that whatever hurdles it needs to clear, you will help it do so.
