it's a joke with multiple layers. it's an obvious joke about Vivek being Indian and Indians running 7-11s. it's also a subtler joke about Trump, but, in my opinion (based on many years of Babylon Bee fandom and understanding their humor) it's not about him being a racist. it's about how he seems to unintentionally do things that provide the Left with opportunities to call him a racist.
