I think more broadly the insurance policy was/is establishing the Russian Conspiracy narrative. Fusion GPS and their dossier was a resource to establish that narrative.

Here is the quote:

“I want to believe the path you threw out for consideration in Andy’s office that there’s no way he gets elected – but I’m afraid we can’t take that risk. It’s like an insurance policy in the unlikely event you die before you’re 40.”

Establishing the Russia narrative is/was the insurance policy against an elected Trump and resistance toward his policies.

As reported it refers to a faster versus slower pace of the already existing Russia investigation.

I think it wasn't necessarily the dossier but the fact Strzok planned on getting the FBI to open an official co-intel investigation on Trump. Remember, he was 2nd in command of the FBI's co-intel division, so he had a lot of "pull" to get shite like that done. He was on a first name basis with Andy McCabe (2nd at FBI) and admitted to being in "Adny's office" while talking about Trump.

The whole thing is the biggest political scandal in American history. Watergate does not bother me, does Peter's conscience bother him? (Nope).

An FBI agent’s reference to “an insurance policy” in a much-debated text message was meant to convey that the bureau needed to aggressively investigate allegations of collusion between Donald Trump’s campaign and Russia, according to people familiar with his account.

The agent didn’t intend to suggest a secret plan to harm the candidate but rather address a colleague who believed the Federal Bureau of Investigation could take its time because Democratic presidential nominee Hillary Clinton was certain to win the election, the people said.

quote:

The text came after a meeting involving Ms. Page, Mr. Strzok and FBI Deputy Director Andrew McCabe, according to people close to the pair and familiar with their version of events. At the meeting, Ms. Page suggested they could take their time investigating the alleged collusion because Mrs. Clinton was likely to win, the people said.

If they move more deliberately, she argued, they could reduce the risk of burning sensitive sources.

Mr. Strzok felt otherwise, according to these people.

His text was meant to convey his belief that the investigation couldn't afford to take a more measured approach because Mr. Trump could very well win the election, they said. It would be better to be aggressive and gather evidence quickly, he believed, because some of Mr. Trump’s associates could land administration jobs and it was important to know if they had colluded with Russia.

Mr. Strzok emphasized the seriousness with which he viewed the allegations in a message to Ms. Page on Aug. 11, just a few days before the “insurance” text. “OMG I CANNOT BELIEVE WE ARE SERIOUSLY LOOKING AT THESE ALLEGATIONS AND THE PERVASIVE CONNECTIONS,” he texted.

The Fox News show before Tucker Carlson (Some woman named McCallum?) showed newly released emails between Strozak and Page. They seem to show that the dossier was the insurance policy and Strozak was going to pretend to "find" the story and show it to his colleagues at the FBI

The insurance policy text or email was in August of '16. The FBI already knew about the dossier at that point.

So you’re ok with the FBI colluding with the very people they’re investigating by passing them information regarding that investigation? Because that’s exactly what happened

The point is they were going to put the dossier into use by opening an investigation to harass and/or plant evidence on Trump (sending Russians to meet him at Trump Tower). I believe Comey said the investigation began in August and these texts happened in August, so the timeline adds up.

Look, there's no getting away from the fact there was a criminal conspiracy here. The texts are clear to anyone not blinded by "it's her turn."
