My dude, you have to realize that although he had a lot of cash coming in through his expertise and consultant fees to Ukraine energy companies and others, the cost of procuring a sufficient supply of nose candy is almost prohibitively expensive.

Hunter probably just doesn't want to pay his bills, but also if he did pay those bills there would be questions about where he accessed the funds. He damn sure doesn't want to answer that question, so he simply hauls arse to live out his days in another country enjoying his grift fortune.
