Yes. But the big issue will be fraud when big money is involved. Hell, some kids have murdered their parents because they couldn't wait for the inheritance.

Bottom line if a culture allows genocide on the level we're witnessing now....I would argue it's not outside the realm of possibility society will then mandate when life ends. Once those two boundries are established (when life begins - when life ends) then you can then tweak the rules to determine who lives and who dies based on whatever criteria society establishes. If for example the quasi-marxist socialist-democrats decide white Christian Conservative men are a genuine threat to society....
