I don't believe any of the stories about the 25th amendment were accurate. It would have been absolutely stupid to invoke it. Here, read the amendment for yourself, especially the last part:

In order to actually successfully remove Trump from office using the 25th amendment 2/3 of both houses of congress would have to agree, which essentially makes it the same as impeachment. There is no way 2/3 of even one, let alone both, would vote to remove Trump just because a group in the white house wanted him gone.
Also, Pence himself would have to be on board from the beginning. The amendment clearly says it requires the VP and a majority (AND, not OR) of the cabinet to start that process.
The only conceivable way some of the cabinet members thought about the 25th amendment was if they didn't actually know what the 25th amendment said.

Just think about his total failure and weakness as AG. Turning over the justice dept. to Rosenstein thus allowing the creation of Mueller and his lynch mob putting the country through three years of hell. And now this allogation! And after all of that to have the arrogance to come back and ask the people of Alabama to support and vote for him. He is probably so arrogant that he thought all he would have to do to win was announce.
