I think he did a worst case scenario when he starting using the release of the files as red meat during the election and confirmation hearings. He did some math on what the pandemonium, globally and domestically, would be. It was worth it to him to get his base enthused.
Then he started getting a better idea as to what would be released and it was beyond the worst case scenario for what he felt he could deal with. The power vacuum a full on release would lead to was more than he wanted to deal with so he back peddled.

If the release of such a thing would result in that, then there is a bigger problem.
So there has to be a plan for the bigger problem.

You didn’t pay attention to the question. It has to be the first option then. The evidence was a lie and fabricated. There wasn’t thousands of hours of videotape. There was not a voluminous amount of evidence that Pam Bondi claimed to have. There weren't hundreds of victims as Pam Bondi claimed.
