And requiring a standing filibuster is within current rules. It doesnt eliminate the filibuster

Cornyn is just playing political optics. He knows it's not going to pass and is now going to be public like he really wanted it to pass. He is just trying to make it appear he was all in on passing the Save act so he can use that in his campaign.
