I’ve stayed at the Four Seasons before - pretty sure it starts at the 35th floor and was not the floor the shooter was on. I don’t see where this is relevant.

Just speculating. Odd coincidence ?
Speculating: I could transit arms easier using private/express entrances
I could “escape” to higher floor and sit tight if I was aided/protected by those who could control access/surveillance (even if it was a compartmentalized portion of the hotel)

They either own them or keep them booked up. My dad was an exec at Caesar's and it was always sheikhs up there. This was the late 80's and early 90's though.
