I have no idea. They are a very conservative Muslim country with all sorts of restrictions.
But I think you can have nice shite and not go as far as they do. Like only white or silver colored vehicles are allowed in the capital. So you can't bring your neon charger there.
Seeing videos of their airport, it looks like the nicest airport I've ever seen. But it rarely gets used.

There is the hajj too. That gets 1.5 - 3 million participants per year. So there's a void they can fill if this stuff gets built. It's not the worst thing they could do with their money.
