At Mach 9, the Tsirkon missile is at the low end of the hypersonic spectrum and has been launched several times since January 2020 from the Northern Fleet's Admiral Gorshkov. Moscow says it can hit targets at a range of up to 1,000 kilometers (660 miles).

How could these missiles overwhelm anything if they don't work?

F22s are plagued with down time, unavailability, pilots not getting enough training time, cost overruns etc.
GAO has ripped that program apart for years now. Not the best platform to put up against the SU-57 with regard to readiness.
Also, Russia doesn't have to 'forward deploy'. The plane has a much longer range than the F-22 and can stay based in Russia the entire time and go wherever it's needed. This bolsters its readiness.
You have to look at reality and the totality of circumstances when making these assessments. As I keep saying, it's a bad mistake to underestimate the Russian military. We have done this over and over in our history, and it never works out well for us.

It also can barely get off the runway, doesn’t have munitions when it does, and has the stealth characteristics of a block 1 Tomcat.
China’s stolen/generation-old replicas are at least capable until they fall apart. Russia’s are a joke.

Definitely some of that happening. However, there isn't a single analyst that disputes these assessments, that I'm aware of, so it's probably using the truth to oil up the skids for those R&D dollars. The other part of that article that I didn't quote mentions how the US keeps hitting roadblocks in hypersonic missile development and that Russia used innovation and existing tech to work around these issues. We're lagging behind in this area.

Only if you believe that the extent of our hypersonic program is contained in public information. Russia releases a positive test as propaganda.
You only hear about developmental US weapons when they fail or lag behind their procurement schedule.
Eta: Except for the Zumwalt’s. We’ll just pretend like we didn’t build a cruiser which we’ll call a destroyer that looks like the pyramid of Giza with no main armament.

They've beaten the Ukrainians soundly. And they've done it despite the world's worst tactics to open up that operation.
Not one analyst on the planet gave Ukraine a chance in this. We are seeing the result that everyone predicted.
If you care about the Ukrainian people, then you would stop cheerleading for them, and demand we stop sending money and materiel into theater. This will all end in 48hrs if we simply cut off the aid. Ukrainians can go back to a peaceful life, and so can the Russians.
As for the civilian sacrifice question, maybe he'll channel Madeleine Albright's spirit and ask her.
