Corruption was endemic within the Soviet Union. This isn't the kind of thing that you can turn off overnight. Russia is even more corrupt. I'm guessing that's your #1 in your list. The rest of the soviet republics all have similar levels of corruption (or much worse).

I still don't really understand how people use this as a justification for letting tens of thousands of people get killed. I guess in your mind if the policeman is taking bribes, then the lady down the street who's scrabbling to put food on the table's life is meaningless?
