How would they enforce that? Just not share the racial makeup of districts from the census data?

All gerrymandering is wrong and especially those done off strictly racial lines. It gives us unimpeachable candidates that have no motivation to represent their state or country effectively.

Pretty much except they also have to be close together geographically.

An example would be TX-30 which covers south Dallas and the neighboring suburbs. Anyone who knows that area knows the demographics are overwhelmingly Black. So a district covering that area would be "race-based" but also not odd geographically so it would not violate the Voting Rights Act.

Race is used both as a proxy for political party and for racialized politics in general.

If a state has a majority of white voters over black voters, and the population is generally distributed evenly throughout the state, there will not be any majority black districts.

Even in a state with say, 40% black population, and the major cities are predominantly black, you can often only count on one or two districts to be predominantly black, so even then, black people (and Dems generally) think it’s unfair since they won’t get 40% of the district seats.

However, if you simply stop seeing people as either black or white voting blocks, with blacks always voting Democrat, and divide up the state by geographic regions, you probably won’t have any (or very many) minority party districts.

Yes, it's encircling neighborhoods and excluding others to create a district that includes mainly one demographic.
