This is a good opening statement for MAGA. He doesn't shy away from saying people engage in willful misconduct. I think he is going to try to save himself by offering up others.

"Some engage in willful misconduct." I do think he will paint the majority of agents as being above board but even acknowledging that some are bad actors moves the Overton window towards seeing that the alphabet agencies are not all about protecting America.
