This is fiction.
Texas does not have party registration. We have open primaries, and this year more Democrats voted in the US Senate primary election than Republicans. About 2.3 million to 2.1 million.
There is no such thing as "The Independent Party," and certainly no way to measure that figure of 16.24 percent. If she's referring to registered voters with no partisan primary history, that number would be much, much higher.
