no, not unless the child qualifies for those benefits on their own.

Yes
Worked for the State many moons ago. Headcount in a household typically increases funds across the board for the recipient.
Nope, doesn’t have to be a legal adoption.
A note from the mother works just fine and the state doesn’t have the resources to investigate.
Eta- additionally the state has so much money to give away annually and if the numbers are coming in low on distribution the order is put out to qualify any and all applicants.
The state doesn’t wanna lose that higher amount so they give it away freely and bend rules. Although the rules are pretty flexible in the first place. Fraud investigations are exceedingly rare and something like a 48 hour “in home visit” notice had to be issued and agreed upon.

Pretty sure this isn't correct. When My Dad died, each of us got a social security check until we were 18. None of us qualified on our own.

And I believe that "headcount" also includes illegals in some states. That how so much of the stimulus checks are given to illegals. Technically its the ole "donor shuffle" on a local level. A senator cant take a kickback from the MIC, or a foreign country, but if MIC puts a little gravy on the Saudis plate when they sell planes, and the Saudis then give a donation to McCains foundation in AZ, well its been cleaned twice.
In this case, techically you are giving to the head of the "household".

So what you are saying, a social worker can fix it, so the grandmother gets extra money.
I'm going to have to check into it, but back when I worked a job, it seemed that the amount of Social Security that I paid in, was based on my income, and I didn't pay any extra for my dependents. Do you see what I'm saying?

this is not soc sec its a different benefit like SSI that is based on need and not what you paid into it. its the EBT card of soc sec thats there to help only those who cant help themselves like kids with no parents or mental issues where they cant work
it doesnt have to be a social worker, but someone, anyone must apply for the benefits for the kids and the kids, not the person feeding and caring for them, gets those checks.
in some cases im sure supplemental income support can be got for the person feeding and caring for them but those are things you have to talk to them as far as how to apply and get extra help.
my friends sister is mentally retarded and never worked a day in her life. each month she gets soc sec check, (SSI) supplemental security check, ebt card, and she is preapproved for rental assistance if she ever had to live on her own.

If a relative is raising a child they can get payments for kinship foster care.

The legal guardian of the child or children is legally able to apply for govt assistance on behalf of the child. Parent or other legal guardian, more specifically.
