All this depends on if they witnessed a felony. Given that none of the early documentation mentions anything actually stolen, and the police report mentions that they chased him because they had seen him around before, I'm extremely skeptical they can use the citizen arrest argument.

Color me skeptical. Anyways it doesn't effect this case, the only way this is justified is if the truck guys saw him committing a felony *at the time*. That's the only way citizens arrests are allowed in Georiga.

The hammer was literally a gun yesterday. No mention of any weapon was made in the early documentation, and because this was handled so poorly by the local authorities, we probably won't ever be able to find out if Arbery had a weapon. But if he did have a weapon, how did the 13 officers who initially respond to the incident miss it? Why didn't it make the DA memo?
