My ex (40yo no pics) started at a catholic, private school (kindergarten and 1st I think) until a teacher looked at her sideways. Her mom has the spine of a jellyfish and dad worked at Dow every extra minute he could so he was never around to get her arse in line.
She was pulled out, went to public school and now I see how that affected the rest of her life. She’s a productive member of society and has a big position in a state agency (which is a 2 edged sword). Great for my son’s needs, but still technically dependent on the government.
I don’t doubt that it was easy for her to bail on our marriage because she didn’t have a sense of commitment and weak foundation. She tried to put my daughter in public school, but I kept that from happening. There have been a couple of times when she gave my daughter (7) the option of going to school or not either because it was the last day of school before summer or Christmas and they “weren’t doing anything” or none of her friends were going.
Every time, I’m like WTF, that’s not a decision for a 7yo to make especially when you basically pass her school on your way to work. I get the sense my daughter rules the roost on her mom’s days and she tries to do the same on my time, but I don’t cater to that shite.
TLDR:
My ex was a millennial before millennials were millennials and is passing that shite down to my daughter. I blame a lot of that on her going to public school without a strong mother at home and an “absent” dad. I don’t put up with that shite under my roof which I attribute to a strong mother and private school.

In Louisiana, if you kick out too many kids, it affects your school grade, which can affect bonuses and funding for principals and school districts.
I'm sure it's the same in Louisiana, but in Tennessee the schools receive funding per pupil, so expelling students also costs the school money

I have had the opportunity to visit several public and private high schools in South Louisiana since 2014. With teachers earning such small salaries ($45K to 55K for most), what is the incentive for a college grad to teach school here? Or the incentive for a teacher to work hard for a community which won't even support the system at a minimal level? (See St Landry Parish Schools as an example.)
When we show we value public education, we will support it properly and then results will improve. Starving it is not improving it.

My wife is a teacher at a S. LA. public school. This is all true.

So a "give us the money and then things will improve" type approach. That's bound to work!

I would say not to throw more money at the public schools, but to reallocate where the money is thrown (i.e. throw less money towards administration and more money towards teachers).

I don't think that's it.
But... if you raised salaries to 75K, AND allowed for more merit increases... no doubt you would have more/better people apply to be teachers. That is just common sense.

As far as OP I live in Franklin TN where public schools are best in the country.

I taught public school here in BR for 20+ years. Saw parents coaching their children to act wild in order to get the "crazy check". Most of the parents never had a job. I had female students who would turn "tricks" in the bathrooms for $5 each and would get caught but never even be suspended. In order to get the parents to show up for Open House night we had to provide them "free" food. I had students that could not subtract 19 from 27 because the 9 was larger than the 7. I've had students who believed that Martin Luther could not exist because that was Martin Luther King's name. Also,Black Friday was the day set aside only for black folks to go to the malls.I could go on . These "benefits" for folks who refuse to work and fake disability scams on Social Security have to end. LBJ created a monster and this is weakening our country and causing a Rot of Stupidity. Stop watering down the curriculum, stop grade inflation. If a student needs remedial classes, get them ,but don't let them out until they perform on level. Can't hack school? Pick up trash off the road side.
