Because the first group is one that can be reasoned with. By definition, the second group wants the exact result they are seeking so they have no incentive to change.

Because not everyone in the movement sees it as divisive and the response is beyond idiotic. It’s dismissive (without merit) of the actual compliant being made

The complaint is that black Americans are subject to unequal police treatment and that their lives should matter.
When you just yell “well, all lives should matter” you are completely dismissing the complaint without even analyzing it.
If we started a movement to address the obesity problem in America and thousands of people start yelling that people die from all kinds of causes, they would be dismissing our point without even analyzing it.
And, I have no problem with people objecting to parts of the movement on actual data. I’ve done that regularly - there is no evidentiary support that blacks are killed by police due to race in the US. But that is confronting an allegation with a reasoned argument and not just dismissing it outright with a reactionary, emotional, thoughtless response.

Something like local libraries or public works like utilties, local public healthcare or food programs might be a better idea. Citizens are more likely to tolerate fines, fees, and the such if they can directly see the benefit in their own community.
I'd hate to know my speeding fine was going to fund some "artist" in the far end of the state painting Jesus blowing 3 dudes. Or even worse, my fines were propping up abortion clinics.
