Well, sure. If 100% of the women IRL are repulsive to you then there is always porn. But IRL I've only met one woman who intentionally tried to deter the male gaze while looking for a boyfriend.
Mary was in my HS senior class and she was drop dead gorgeous. I took a summer class at USL before going off to real college. This girl walked up and sat by me in the union. She was dressed like a bag lady with too much makeup and short hair. She said 'Hi Zach, it's me, Mary.'
Me: "What did you do to yourself?'
Her: 'I'm in a new place where nobody knows me. So they don't know what I look like. I want to meet a guy who is interested in me... other than my looks.'
I don't know how her experiment turned out but I was impressed with her nerve and maybe some guy got a pleasant surprise on their wedding night.

There are about 3.7 Billion men on the planet, with an average IQ of about 100. Add to that the fact that we are really not in control of our endocrine systems, but our behavior is affected by hormones.
I'm just not so confident in the blanket statement that, "men can control themselves" especially in light of the absence of any evidence for the claim.

And to be fair, the Qur'an doesn't actually tell women to cover their entire bodies. That's a custom or tradition in strict Muslim countries to force modesty beyond what even the Qur'an states. There are a lot of legalists in Islam.
Regardless of what Muslims do, that has not been the practice of Christians.

Men should be able to control themselves in the presence of immodest women, but there are some people whose addiction is so great that they struggle greatly in the face of temptation. Think of an alcoholic who gets invited to a party and everyone keeps offering him drinks. The best thing to do is to flee from temptation, but that's very difficult in our culture where everything is so sexualized.
