Ethnocentrism.

Still, there are definite benchmarks for determining what constitutes bullying.

Kids can be assholes.

That doesn’t make them “bullies.”

That principal has taken the liberty (pun intended) of expanding the definition.

He is wrong to do so, regardless of his motivations or intentions.

The actual, pertinent question is how that is example of the student "speak[ing] positively about ICE"?
