So the EO doesn't actually have any enforcement in it other than other countries are going to be paying more for drugs...
and then they're saying the savings are going to come to the American people on the good will of Big Pharma companies who are going to pass the savings on to us, but not forcing them to, just trusting them to, because again in the EO there's actually no enforcement of anything.

We learned a long time ago that being 100% free market actually destroys the free market. Take monopolies for example. The free market allows monopolies which in turn eliminates the free market through unscrupulous business practices as competition is blocked out of markets.
If you support the free market, then you can't also support monopolies as they destroy what you claim to support. It's the free market paradox. You can't fully support a free market if you want the most free market.
Tariffs and pharma pricing work the same way. If you leave it up to the free market, bad actors will kill the free market as we are seeing with unfair trade practices, barriers to entry, IP theft, dumping, and disproportionate pricing.
100% freedom is anarchy. You need some regulations/enforcement if you want the most prosperity possible.
