How is this going to work? Are they going to offer tax credits for pre-school costs? Or will they have elementary schools start offering pre-school, or just open a bunch of public pre-schools because it's just that easy.
Are 3 and 4 year-olds expected to ride the bus (which is a funny thought since this is the administration against busing) or are the parents without transportation expected to figure out a way to get them to pre-school? (after all, we need to cater to the least common denominator)
