Destroying them is displaying dominance.

Your talking about an EMP gun. But since it would frys transistos in the microchips the weapon or warhead would be damaged.
I did some work at Sandia labs in ABQ about 25 years ago. They were doing research on using water molecules to be the transistors in microchips. This would make military equipment safe from EMP. Don't know what ever became of that.
