It may be 15 but I believe the 50 was said to include the total amount of tax on income. Moot point regardless as when more and more leave the totals will drop especially when replacing them with people who pay nothing will eat additionally into the shrinking tax collection. Property value reduction levels will reduce even more so

Right, can hit 50% including Fed taxes. Also agree that high income will often be replaced by negative income. But in terms of leaving the City of NY, it's the NY taxes versus other city/states that matter.

There's going to be more to it than just that. Luckily for NYC, it's NYC. It kinda evens up the odds when you take into account everything that the city has to offer.
