They've had a huge ethnic Mexican population for many years - unlike other bigger cities in Texas, where it's a bit more recent. In other words, I'm guessing they have a much higher percentage of LEGAL Mexican Americans than some of the other places in the state.

Actually a couple surprises in there, to me at least. I'm surprised they have Austin in the top 10 but not San Antonio.

No it doesn't. The the "legal definition" is your own made up definition. You may not like it but INA Section 101(a)(15)(A-V) describes who an immigrant is under US law, and if it doesn't describe you it means you fit under the definition of immigrant (hint: legal or illegal entry isn't one of the enumerated categories of non-immigrants). Nice try though.
