It took me a minute to piece that one together. If you watch the videos from the local law enforcement folks, they said after they saw the shooter on the roof, a call went out over their frequency. The folks you see running are more than likely local law enforcement responding to the call from the officer that was boosted on to the roof who saw the shooter.
The real question is, after that call, why did the SS do nothing?
