If this scare quote “government shutdown” follows such past political budget impasses, Congress will invariably pass a bill that insures active duty soldiers & sailors are paid.
There will be furloughs issued to civilian employees in the massively bloated DoD though. Some may actually have to get a real job in the private sector — which — horror of horrors — brings to mind the scene in Ghostbusters where Dan Ackroyd’s character laments such a scenario after learning that they have lost their jobs in academia: :

Only if they were furloughed permanently.
During a shutdown, federal employees aren't allowed to seek other employment because they are still technically employed.

Yet civil servants are free to resign their GS posts. Bills have a tendency to continue unabated during shutdowns.

You must be young or never paid attention during the last few shutdowns.
When the government shuts down, non essential federal employees are furloughed for the duration of the shutdown.
What _always_ happens though is after the shutdown ends all of the employees receive back pay.
Put another way, every time the idiots in Washington can't figure out how to balance the checkbook (because it's not like they know it is coming for months and years ahead), we pay for a free vacation for tens of thousands of people.
All that because 435 people can't do their fricking job.

If I recall correctly, in all the previous shutdowns, all federal employees were furloughed but them got backpay for the entire time off once a spending bill was passed. They essentially got a multiple weeks paid holiday off of work as long as they could survive that long.
